BIOGRAPHY

Of African origin and a Canadian citizen, Charles Bengondo is a national security and security governance expert with over ten years of experience within the security apparatus of the Government of Canada.

As a National Service Coordinator at Canada’s Department of Public Safety, he played a key role in the development of public safety and national security policies, and coordinated multiple national security investigations in collaboration with the Five Eyes countries — Australia, Canada, New Zealand, the United Kingdom, and the United States.

Combining an intimate understanding of the institutional realities of the African continent with expertise forged within one of the world’s most advanced national security systems, Mr. Bengondo founded APSIS with the conviction that States, particularly in Africa, deserve access to independent, high-level strategic expertise to strengthen their security institutions.

His work focuses on national security system governance, the integration of strategic analysis into decision-making processes, and the strengthening of institutional capacities of States in the face of contemporary security threats.

He has a particular interest in security and institutional dynamics in Africa, the Great Lakes region, the Middle East and South Asia. He operates in international and institutional environments in both French and English, contributing to informing strategic thinking and decision-making within public institutions.

ACADEMIC BACKGROUND

Education & Professional Training

He holds a Master’s degree in Public Safety and National Security from Wilfrid Laurier University (Canada), a Master of Business Administration (MBA) in Project Management from Walden University (United States) and a Bachelor’s degree in International Studies from York University (Canada). He also completed a professional certificate in International Affairs and Strategy at Sciences Po (Paris) as well as a certificate in Public Administration and Law from York University. His academic background combines national security, international affairs, public governance and strategic management, enabling him to approach security challenges from an institutional and strategic perspective.

He also possesses specialized professional training in homeland security policy and inter-institutional security coordination. His academic and professional formation equips him to support governments in designing, assessing, and strengthening national security governance systems adapted to contemporary threats and institutional realities.
